Well, since I actually stumbled onto Project A.H.O by accident (in-game) I probably ended up being there at a way too low level which combined with my difficulty mods made it an ever so slightly unbeatable challenge. So as to your first question, it's neither. It's just a very ill-prepared attempt at exploring the beautiful spaces and the interesting dungeon.
I love the level design, it's amazingly pretty and there are a few places where stealth is a lot of fun (sadly, the area I went through during the stream was a lot less stealth friendly). The concepts of both the Dwemer ruin you get to explore and the underground Telvanni town that corrupts everything nearby, are very cool. Except for difficulty which is more my own fault, the only downsides I've come across with the mod are its somewhat forced start, how they handled some of the ways that start would affect your interactions with the town and, this is somewhat more personal, the amazing abundance of expensive loot (which is a bit overwhelming at times).
