You could also just wear the hooded variant of the thalmor robes. It looks pretty cool in my opinion, and it's not like the head slot is really being wasted that way, if you aren't using it as it is. I didn't use headgear in my Nemesis playthrough either, and it was totally fun and more than viable.
Also, Mason, quick note that may have already been mentioned: the quest is actually called "Discerning the Transmundane." Not sure if it's a big enough deal for you to edit, especially nearly half a year after first posting the build, but figured it was worth bringing up, just in case.

You're probably having some kind of mod conflict, or just some bug. I just booted up Skyrim (got 1.9.3.something something) and I was able to enchant a Silver Sword without any trouble.

The news about silver swords is pretty devastating, you clearly play on pc so I'm going to hope that one of the mods you're using has interfered with the build, I really can't imagine Bethesda going out of there way to remove the enchanting tag on silver swords, they have much more important things to fix that they still haven't done (Lunar Enchant for example).
Intense Flames doesn't actually bring enough to the table for me, the effect is leveled and many enemies seem to resist it. Your line of questioning here is strange though, if you're under the impression that you need Intense Flames & Aspect of Terror to increase fire damage you're mistaken, you only need AOTerror to increase fire damage by 10pts.
Recovery perks are ok I guess but this build has a very demanding perk structure (most illusion builds do) so I didn't feel they were needed. You can use enchanting to increase magicka regen, one slot with 60% on it will automatically beat both of the recovery perks...
This character is a vampire and therefore has the 'Champion of the Night' 25% bonus for illusion. The bonus is always added last and this means you can fear a dragon priest with one hand, not worth the extra perk in illusion or the associated magicka drain with dual casting.
There is not one single spell in alteration that I consider worth taking the time to dual cast, I like to cast flesh spells on the fly while hacking away with my sword. If I dual cast a flesh spell it would leave my magicka greatly depleted for other spells and involve putting away my sword. It's just my playstyle coming through in the perk spread.

Novice - Adept in Conjuration for my frost atronach, notice I've not specialised in either undead/atronachs early on, that kind of fine tuning can come later.
Stoneflesh is being casually cast while my atronachs/undead are tearing at things, you should always cast the most expensive flesh spell you're capable of to keep alteration moving nicely.

Are you using the updated Better Vampires mod? If so it has been updated to make silver weapons have increased damage to vampires and werewolves and makes silver swords unenchantable.
You can use the Creation Kit to open the better vampires .esp file and locate Silver weapons. Remove the tag for Unechantable and change the base enchant to NONE.
Hope that info helps others that aren't able to enchant silver weapons.
