Not really, race still can play an important part of the build (even with glitches and exploits). For instance, on most of my builds I never use any enchanted items - and absolutely no armor or weapons. Add in restrictions on skill usage, and you end up with a great RPG experience. I really wish that Daggerfall advantages/disadvantages still existed!
I've actually played an Altmer Vampire Lord using the Apprentice Stone (augmented around 50-70% by Alchemy), but with the restriction that no Restoration could ever be used (i.e. no Necromage and no healing). I ended up with a glass cannon who would almost never run out of magicka while also having to be hyper-aware of mages and dragons.
ETA: This actually made Ward spells useful for a change...
