No, the Thalmor banned worship of Talos because He is a symbol of Man and that Man can ascend to immortality. The worship of Talos would be a rallying point for Man's rebellion against Mer rule so they sought to destroy it.

When I just started playing Skyrim, not knowing anything, I was a bit freaked out by Talos worship and the more I learned about him the more I leaned Thalmorside))

I didn't pay attention and, as with any game, my first playthrough is to just try out everything and not give half a fuck about lore, it wasn't until my fifth playthrough that I started paying attention to what I was doing and because I chose Stormcloak each time because the Imperials tried to kill me I grown towards the Talos side of things, that and spending a lot of time around the Blades also gave me a huge distrust of Thalmor.

Then I went to Whiterun and heard Heimskr's sermon... that freaked me out, like 'these people worship a long dead emperor?!?!' And then I read more and more books and discovered that it's more than just that.
Also I learned the whole story of Ulfric... You know, I chose Stormcloaks too. But for totally opposite reasons.
