My Templar isn't really a tank but I can get some amazing single-target solo going on with a massive stack of health regen effects. I've soloed tier 3 public dungeon bosses in Veteran zones with this, so you know it works
Going into a tough solo battle I'd prepare my restoration staff skill bar to have the following:
Now you're ready to fight! Make sure you've fitted out your damage line with some CC abilities (preferably Stamina-based) since you're not going to be able to take the boss down in 20 seconds. I use two-handed so Uppercut fills that role. Basically you want to try and mitigate too much damage to yourself through blocking and interrupts (a lot of public dungeon bosses/world bosses will 1-shot you given the chance). When your regens run out (20 seconds or so) you'll want to immediately CC them to give yourself a bit of room to switch weapons and recast all your abilities.
