I am tinkering with an argonian monk build, and im having a hard time deciding whether to use bound bow, crossbow or standard bow, skills i would like to use are- Archery, Alteration, Restoration, Illusion* (mostly for quiet MFD), Destruction*, Enchanting, Alchemy, ?Conjuration?**. * are things im uncertain about. Im also considering using light armor instad of alteration to cut down on spells. I would also like some roleplay ideas

I haven't yet found a satisfactory Skaal build yet. Without the use of mods, all the Skaal builds I have found have all been diluded by mainland thinking. I was hoping to find a pure-Skaal build that used only what could be found on Solstheim, and sticks to his/her roots rather than assimilating into the culture of Skyrim. I guess I'll have to make it on my own though.

It's not that easy to suggest roleplay ideas if we hardly know anything about the character.
You should grab some bows, the bound bow spell and a crossbow and try them out in a dungeon, each, to find out which one works the best for your build.
I'd personally stay away from both together, Restoration And Alchemy because self-made healing potions can easily make up for the lack of healing spells (and you could cut down on one skill).
Conjuration can be fun if you're not just going for double Dremora Lord destruction. Supportive atronachs like fire for range or frost to keep the enemys away from you are always something nice to have and could make up for the lack of armor.

Is 100/370/240 m/h/s good for a dual-wield assassin with Unhindered, Wind Walker, Fighting Stance, Champion's Stance and Eagle Eye, who uses Restore Stamina potions (no Respite perk or Absorb Stamina enchants).

That's a solid health pool and the stamina reserves wont be a problem if you have wind walker because all you need for a powerattack is 1 stamina. :)
    Is this build-material?

You should have enough, but if you want an added edge take a look at this tips and trick thread.
