Thanks Teccam! I agree, my builds aren't too periodic, but that just gives everyone something to look forward to all the time!

For the criminal aspect... I knew the assassin/Walkabout bit might bother the Redguard aficionados, and if you look at it too close there really isn't any reconciliation to be had between the two concepts- but the source material for this build also inspired ol' Hunding and his Book of Circles if thats anything.

The assassin bit was purely Mephala's fault... Although neither Musashi nor Hunding became assassins, Musashi lived in pretty lawless and turbulent times during the end of the Feudal Japanese era, c.1600's- and while this particular Japanese swordsman wasn't a reknowned criminal he was likely a life-long fugitive of sorts against the new (and long lasting) Tokugawa regime.

Over kill was about what I wanted lol. I knew what I was doing heh. Once its all come together, you really just get to try out the various techniques and enjoy awesome aesthetics during kill-cams!  Again, the source inspiration was a pretty innovative swordsman of a pretty turbulent time-frame. He won 60 duels before he stopped using real swords, then would often use whatever was at hand, (sometimes a heft of firewood intended to be carved into a wooden practice sword, sometimes nothing at all) and would simply nullify every attempt while harming no-one in the process, until the opponent was forced to admit he was helpless to progress. We can't show that level of skill AND restraint in Skyrim lol... so I just went OP.

Ethereal Feint is done by holding block and moving towards an enemy, then pressing crouch while you continue moving forward invisibly. The speed of Block Runner ensures you keep the same movement speed even in sneak. Once the invisibility was over, I would stand, zigzag to the left or right, and crouch again (all very quickly) while I continued my (basically) direct approach. I repeated this while closing the distance, and while arrows and spells will still be launched, you can very easily get it down to where they are always missing due to your easy weaving and invisibility. Does that make sense? Lol...

As for the Wind Shear x2, yeah I just followed the regulation follower drop+ dupe. Its nice to have every hit stagger opponents near the end of the playthrough. You can wade into groups that way, either by charging them or by making enemies form a group with the Two Swords technique. But there is no denying that overkill is achieved.
