The only tip I can offer is that there is a guaranteed two-handed ebony weapon in Lost Valkyg (not sure on spelling, it's near Shalidor's Maze) always ends up a hammer for me. Don't be fooled though this is a super tough dungeon at low levels, even on Novice.

I personally would say 4 is about the normal value, perhaps you could go up to 3 major & 2 minor skills.

This is really hard to answer as it depends on the character. I've seen stellar builds with only one perked skill, and I've seen equally great builds with 12 perked skills. So without knowing exactly what character you are building and what skills you are using there really isn't an answer.

He's on Solstheim. Travel to Solstheim and activate the quest marker and it will show up. His location is randomly determined and somes times he ends up on Solstheim. In this case his quest marker will not show up on your map until you travel to Solstheim.
