Also does potions affect it to, cause i want to make it viable on legendary without using cost reduction

Thanks, hopefully a few of those effects should work
If it work , it should lead to interesting builds like a tanky blood battlemage or sorcerer lol
Instead of going with magicka, cost reduction enchantments, it can use health and health regen

The good news is that adding vampirism and necromage increases Equilibrium effects from 25 to 46. Although in the spell's description it's still shown as 37 points, casting it and viewing the active effects will reveal it's actually 46 points.
I also tried drinking potions with the negative effect of Weakness to Magic and positive effects such as Fortify Restoration | Alteration | Destruction but they did not boost Equilibrium.
Testing this actually makes me think of making a Hama from A:TLA inspired build. Imagine a blood mage with -100 Magicka Regen who spends all the points into health and uses it to literally cast spells. Only 100 points of Magicka is not enough and the character would need to constantly drain health in order to cast spells.

Disappointed that potions don't affect it, i still wonder if sailor repose and parent love affect it
Because i heard blessing of mara only reduce cost, not heal more and parent love only last 24 minutes :(
However is a 25% boost maybe more with necromage and sailor repose is 10/12%
