The dash and bang is so classic vanguard, the combat fits really well in the FO world I think. As far as roleplay, how about playing it as either renegade or paragon? One makes the hard and brutal choices, the other works for honour and virtue at all times.
Of course, having a companion would be appropriate, and there are good choices - Cait is voiced by the same actress who did Jack, and her personality has several similarities, as do aspects of her character story. Plus, she's pro-Brotherhood. Curie has aspects of Liara in her persona, you could even push Preston into the Kaiden role (hey, they're both dull...).
If you're going that deep into strength anyway, might it be worth considering picking up some points in unarmed and pain train to simulate viscious dash-into-omnitool attacks? That could also help with the lack of perception that's currently being medicated.

I was wondering if you had a level by level breakdown of when to get each perk. I love the build but a guide for leveling would be a nice touch. +1

Honestly, I think I'd have to do another playthrough with the build to get really specific, and I don't have time for that currently. I think the way I listed them in the perks section is roughly in order of importance though. Definitely invest in chemist, and then moving target, and riflemam first. As those make up the "core" gameplay of the build.
