Thanks for your reply Gollum! As someone with some experience in all of these skills let me provide a somewhat more accurate summary:

    • Soul Trap generally isn't worth morphing, but the upgrade that restores health/magicka/stamina can be good in some situations (mainly public dungeons where you're fighting lots of weaker targets).
    • Soul Strike is one of the best ultimates in the game, dealing the highest DPS to a single target - on my VR13 character, it does over 21000 damage over 3.9 seconds with the Soul Assault morph. To put that in to a bit of perspective, said character has 17000 health.
    • Soul Shatter is a fantastic passive, dealing damage when your health is low. Saves your ass in PvP and PvE!
    • Soul Summons is another must-have, letting you revive in place for free. Will save you a lot of soul gems over your adventuring career.
    • Soul Lock is more of a convenience thing, giving a chance to fill soul gems on kill. I wouldn't bother wasting your skill points here.

Stamina based abilities generally use your Stamina total, weapon, and weapon damage bonus to determine effectiveness. Magicka based abilities use total Magicka and Spell Power instead. Some Magicka based abilities have morphs that make their effectiveness run off Weapon Damage/Stamina though.

    New problem:

I am working on Enchanter Certification.

Where am I supposed to find a Jore Potency Rune?

There are Potency (and Aspect and Essence) Runestones scattered throughout the world.

As you can see, Potency Runes have a blue flame in the middle. Essence Runes have a yellow flame, and Aspect Runes have a red flame. You shouldn't skip any of them, though!

This is the only way I know how to get Runes.

You can also deconstruct glyphs you find in the world or buy from other players. You should be able to get Jora by deconstructing most Trifling glyphs.

If it is for your initial ceritification then it should actually lead you to one Jora, one Ta, and one Oko. If it is for a crafting writ, then sadly Gollum and Ponty are right. You kinda just need to look around and get lucky. Your other option is buying from a guild store, but even if they do have one it is usually costly.

I just bought an item from a guild store but its not appearing in my inventory? Is there somewhere Im supposed to retrieve it or did the game just glitch out on me?

I think it should come through a message as an attachment.

That's correct, sometimes the mail server bugs out and it can take up to an hour.
