I remember this one. Personally, I think it's the best of your builds. The new pictures look great! I do have a few things to add regarding presentation, though it may just be a matter of personal taste. Try eliminating any extra "white space" that you can; a build with a condensed (but not squished) formatting tends to look better. I also think you should use bold text where you've used underlining; I think it looks better, personally. Finally, there's really no need to stick "The End" at the end of your build.

As for the content itself, it's pretty solid, but you should try and make it sound more exciting. Sell us on your build! Granted, it's not an easy thing to do (I certainly have trouble with it) but it's a great way to improve your build.

No problem. Right now you're only three likes away from Event Mythic so you're looking pretty good.

Hey Gollum. I like what you've done with the build as far as presentation, It is a noticeable improvement over before.

Mechanics wise, you might find it ideal to drop archery and use those 6 perks to develop one handed and possibly block. I suggest this only because archery feels tacked on to what is otherwise a great duelist/acrobat build. As a no crafting build, any perk that increases damage will be invauable. In the one handed tree you're mising champion stance and critical charge. (before you ask I still have your perkspread saved and I can edit it)

Dual Savagery is an invaluable perk for dual wielders that would help your vortex stance tremendously. Quick reflexes would help your samurai stance a lot by making those power attacks easier to deal with. To make up for the lack of a range option the remaining perks could be invested into sneak to help close in on targets.

As far as the intro goes I would stick to explaining who the cut throat is and whats he doing in skyrim and any other bits of flavor text you can throw in. Theres no need to start explaining his gameplay mechanic right then and their. That can be elaborated on in the gameplay section.

The pictures you've chosen fit the build very well. Try centering the text next to the picture in the quest section. Consider also making it smaller and allowing the text to wrap around it.

Overall this is a pretty good build. I think you've found your niche in the form of level 25 builds. We certainly dont see a lot of those which is a shame because theyre very accessible especially to people looking for a quick fix or a character thats quick and easy to get into.

I don't remember seeing any other builds featuring Windshear. It's good to finally se that weapon being put to good use. +1

There are two others that I know of: The Vancian Thief by Casey for thief gameplay and the Storm Chaser by Teccam for spellsword gameplay.
