I think they were going for the effect of it being a light, finely balanced weapon despite requiring two hands, kind of buying into katana mythology. That said, they don't seem to have really thought out all the consequences of the design decision (shocking for Bethesda, truly ...). In the end, I don't feel that the Ebony Blade is underpowered, and all of this build's tactics were intended to bring out its strengths. But a 1H Ebony Sword would be a real game changer, and could open up some awesome tactics. I bet there's a mod for it, honestly.
It would have been nice (and definitely fed the paradox aspect) to be able to hold a Restoration spell in the left hand while wielding the Ebony Sword. I certainly didn't miss having a shield, though, since this was a full-blitz build.
