  good build but seeing that you use only fortify health regen. your vampire will not be able to cast all spells at no cost. i would add some fortify stamina/magicka regen.

  don't forget, if you aren't argonian you can get a special enchantement called waterbreathing. if you find this (the snow elven castle, go in then go to the next room and there should be a frozen falmer with a diadem of waterbreathing, but the falmer will wake up if you take it together with with some more falmer and chaurus) you can use a simple petty soulgem and still have a nice helmet if disenchanted.

  Just a tip. for the late game equipment enchantments, I'd recommend enchanting your boots with Resist Fire (possibly augmented by the Fire Enchanter perk) instead of Muffle. Since you're using enchanting to reduce Illusion spell costs to 0, you can dual cast a Muffle spell and it will last for a huge 396 seconds. Beyond that, once you get the Silence perk, Muffle enchantments are useless. This would also eliminate the need to find a Necklace of the Firewalker.
