Event Build: The Arbitrator (FO4)

    Greetings and salutations my fellow Cyberpunkian Vaulters! Inspired by Quantum Dreams’s upcoming Detroit: Become Human’s Connor, as well as Blade Runner, Ghost in the Shell, and of course, the Synth debate over whether they are human or not, welcome to….

    My name is Nathan Deckard. In my former life, I was a police negotiator, and a vet of the Resource Wars. I was one of the guys that would try and deescalate hostage takers or jumpers, try and get them to see to reason. I had a wonderful wife who I had attended law school with, Nora Blackwood, and we had a son shortly after we got married. That is, of course, until one fateful day when I volunteered for a brain wave copying at CIT for a little extra cash.

     

    The next thing I know, I’m waking up in one of the cryotubes my sister helped construct for the nearby Vault. Apparently two weeks had passed, and in those two weeks not only had the world gone to Hell, but my Nora was dead. No, I have to focus on the future, find Shaun…

    PERKS

    Oratory Skills-As a police negotiator in his Pre-War life, and later an Arbitrator, the bread and butter of the, well, Arbitrator, will focus primarily on persuading, intimidating, and, if need be, bribing, his adversaries.

    (Lady Killer 3/3, Lone Wanderer 4/4, Animal Friend 3/3, Local Leader 2/2, Wasteland Whisperer 3/3, Intimidation 3/3)








    Combative Skills-While more of a silver tongue than a skilled gunslinger, the Arbitrator has a few combat based skills and augmentations.

    (Gunslinger 3/5 , Adamantium Skeleton 3/3, Awareness 2/2, Life Giver 3/3)








    Utility Skills-Miscellaneous perks that will allow the Arbitrator to get through the Wasteland a tad bit easier, and more EXP/Loot

    (Locksmith 3/4, Hacker 3/4, Scrounger 3/4, Gun Nut 4/4)




    GAMEPLAY

    With the Arbitrator, I sought after a playstyle I haven’t really done, focusing more on diplomacy and the like over actual combat, And while I will repeat this again in the Roleplaying section, as an Arbitrator, you will focus more so on convincing your foes prior to battle than actually engaging them,

    Say, for instance, you run upon Art holding Art hostage (It makes sense if you’ve run into this random encounter). Upon coming across the presumed human holding the presumed (and later confirmed if you go down the correct speech paths), rather than simply popping a cap into Art 1’s ass and helping out his doppelganger of a hostage, or ignoring it like some players would, the Arbitrator always tries to de-escalate situations before straight up clapping them.

    However, when combat comes out, using a mixture of Followers, Animal Friended/Wasteland Whispered/Intimidated enemies, and VATs, focus on crippling enemy limbs, and letting your follower and pseudo-follower finish them off. Try and go after Big Gun (Like Missile Launcher or Gatling Laser) toting enemies first, as they can REALLY deal out damage to you, and your allies, especially against your unarmored ass.Try and use cover, as well as the lean mechanic (Simply go into iron sights while at the corner of a building/vehicle), to keep most of the damage off you. Speaking of Followers, I stuck with either Dogmeat, cause unlike pretty much every other follower, this pup doesn’t judge you, or Nick Valentine, cause he’s a detective.

    Faction wise, I followed through the Brotherhood, and then the Institute, both as they not only had the resources to find Shaun, but in the Institute’s case, the technology to better the world. However, upon heading to Far Harbor to try and help the Nakano’s find their missing daughter Kasumi, I took a page out of Unplanned Changes in Direction, when meeting DIMA, and this occurs to the Arbitrator:

    My God, it all makes sense now. The Neural upload at the CIT, Nick went through something similar. It was only after I accessed the Institute’s logs did I find the truth. My human body had died due to radiation expose, sealed away inside the cryopod. It was then the neural implant transferred my consciousness into a synthetic body.

     

    It was then my character decided to rebel against the system, as it were, and join the Railroad to try and free Synths, and help the Minutemen. He will, however, do this after completing Blind Betrayal, and convincing Arthur to let Danse live. On Far Harbor he’ll negotiate a tentative peace between the Synths if Arcadia, the townsfolk of Far Harbor, and the cultists of the Nucleus. Speaking of, he’ll do the more “morally good” options, like making the radiation arcs spew rad-cleansing water rather than more radioactive gunk.

     

    EQUIPMENT

    The Lawgiver


    While not as beefy as some other hand cannons, the 10mm (Especially the classic 10mm if you have Tunnel Snakes Rule), the 10mm is an iconic Fallout staple with easy to acquire ammo. As the character isn’t too trigger-happy havoc, I used the base pistol for a good chunk of the playthrough, but later on switched to an Extended Magazine, Advanced Receiver, Glow Sight, and Sharpshooter Grip. If you have access to PC, might I recommend the 10mm Pistol- Stahl Arms STA-20 (4k AND 2k) retexture?

    Clean Black Suit

    Not only does this snazzy and common-ish piece of attire grant you a +2 to Charisma, it makes you look sharp/ If you have PC, I used the N7 Themed Vault Suit mod, which is a retexture for the Vault 111 jumpsuit, as my screenshot shows

     

    ROLEPLAY

    • Always try and go for persuasion based options in conversations if you can. This character is, in essence, a Martial Pacifist, ergo oratory first, blam-blam to the head second.

    • This character is morally good, so try and do the most Lawful Good decisions, like helping Billy find his family.

    • Never remove your wedding ring or Nora’s from your inventory.

    • Rebuild as many settlemants as you can, you're trying to rebuild society.
    • Don’t walk around everywhere with your gun drawn, unless you’re in an actively hostile environment, like 99.99% of the Glowing Sea.

    I see you no longer posted this as a google docs link so congratulations on getting yourself a new pc! On the build itself, you should definitely take Kasumi home and tell her parents that she's a synth. Some nice persuasion options come up.

    Hey Chris is on PC!!! Woohoo. 

    Well I'm a sucker for a high CHR build. I think openign those hard to get dialogue/persuasion options is so so fun and really eye opening if people have never tried it. Tie in a great theme and unique profession//character and I'm in! Nice work bud.

    Hey Chris, finally able to make my rounds on the finished builds. Was moving before and working on stuff. This is cool stuff and glad you're back on pc, though did that change? Now, I am not sure. 

    I'm on ps4, but we get some of the gun mods too.
