I really like the look of the mechanics used in this, it's not one I've seen before.  And the layout/design is fantastic.  Just one question: SPECIAL Stats, maybe?  I get you want to leave it open and just give the key bits of information so that everyone can put their own stamp on it, but maybe give an example of what you used, or even just what rank of each Stat you need for these perks, like:

Gun Nut (Int 3) - All Ranks
Sniper (Per 8) - 2 Ranks

just has all the information right there, you know?
