You'll want to do the USS Constitution quest of course. If you wanted to go full on with the roleplay, clear out the Wreck of the FMS Northern Star and use it as a base (as a bonus the Agility bobblehead is there). Or maybe use Spectacle Island as a kinda 'Treasure Island'?
I'd also suggest taking Hancock as a companion, as he kinda has that pirate vibe going on.

and damn, his gear is awesome, I think you can grab it right after he becomes your companion too. Just give him some other struff.
