That would be an interesting topic Legion! I recently made a comment on a post in the forum which was asking the people's least favorite playable race and I kinda mention there some of the historical reasons why Orcs remained into tribes and to be more precise seperated tribes because they could still have their tribes but be under "the same page". It is a complicated matter though with political, survival and religious reasons and also a good theme for a discussion.
