I'm cool with Hoag being a zealot, but one doesn't rise to power by zealotry alone. I'd say that dude was pragmatic. Despite Nord's stereotype for being stupid, common sense seems to shape their history.

I like to think he wasn't a complete xenophobe. It is implied in Scourge of the Grey Quarter that it was Hoag who allowed the Argonians and Dunmer into the city. By Nord standars, he was comparatively kind.
I agree about them being practical people, though. The only thing that is a head-scratcher for me right now is the Jagged Crown. As Vaz and I were discussing, the Crown could be the only reason the Nords followed Borgas' policies.
