There is a quest in ESO where the wife of the spinner hires a Khajiit to cut a flower and arrange for her husband to find it plucked on the next day. Player uncovers the truth and has the option to sacrifice either the wife, the Khajiit or the spinner as a form of retribution. As far as I know, the Green accepts either of them, so using a plucked sacred flower is a violation of the Green Pact. As of Frost Mirriam, I think not

the green pact is interpreted differently even amongst Bosmer. Many Bosmer will use (dead) plants outside of Valenwood while many others will not use plants from anywhere (including 'dead' ones). Personally I never use any plant material when role-playing a Bosmer. Besides, you can make practically every potion without using plants.
(Edit: I do wish we had some 'bone' handle options in vanilla for certain tools/weapons to get away from wooden handles.)

I don't think Blue Mountain Flower is sacred to the Bosmer. Here is the quest that I mentioned - Link. The flower in question was Sanguine Alendil - a special sacred blossom said to be able to cure any illness

Although you specifically said 'able'. I guess technically 'being able' and 'actually doing' is two different tings. So they may be ok if they had the actual ability, but didn't make use of it.

They are priests to him (I've only seen Jephre referenced as a male). But I have no idea how any of the priests in the ES universe speak to their deity on a daily basis. But seeing how the spinners can tell of the future, I'm inclined to think they have some way of communicating.
