Consequences of the Akaviri Reman War

There was an interesting question asked some time ago I hadn't noticed until now (sorry Rob Agg). So this is concerning the Akaviri-Remen war.

    Background:
In 1E 2703 an Akaviri raiding force invaded Tamriel. It's not entirely clear where the landing occurred but there is some reason to suggest that it was in Morrowind and then moved westwards. The Tsaesci Akaviri established a headquarters at the remote Pale Pass on the Skyrim-Cyrodiil boarder.

There were a great many battles and skirmishes in the north as Reman rallied the armies of Colovians and Nibanese and engaged the Akaviri. Vivic took issue with the Akaviri presence in Morrowind and aligned himself with the Trident-Kings of the dreugh which attacked the invaders from behind. This action severed the Akaviri supplies and reinforcements.

Countess Carvain of Bruma maintained that the Remen army never made it to Pale Pass but rather the Akaviri surrendered before they arrived. According to the quest Lifting the Veil the decisive blow came when lines of communications between Pale Pass and Grey Ridge were cut. With Vivic's blockade north established and the united Cyrodiilic army advancing from the south the remote fort was starved. The loss of the principle hub forced the Akaviri to surrender.

However, by the end of the campaign the combined Imperial forces were deemed to comprise a threat to the Summerset elves. Thus the Altmer were poised to attack the already weakened northern reaches of Tamriel. In response to this Reman offered the captured Akaviri a deal, amnesty for vassalage. This proposal was accepted.

With that in mind the question I have is this: would you consider the war, as well as the absorbing of Tsaesci culture, good or bad for the whole of Tamriel? And of course more importantly why?
