Hjalti went to the Greybeards before the Stormcrown thing and they recognized him as a Dragonborn. Also the book says that it protected him, but what implies that he could Shout only because of it? And the assassination happened before he betrayed and killed Wulfharth.

What do the Roman emperors have to do with this and what point do they prove here?

That would be quite strange because of three things.

First, if Hjalti could only Shout because of Wulfharth, this means he was not a Dragonborn but an average Joe. Which cannot be possible at least because the dragon Nahfahlaar pledged allegiance to him later, and dragons don't serve average Joes.

Second, Wulfharth himself was not a Dragonborn.

Hjalti most likely could Shout even before he met Wulfharth because the Greybeards had called him to the High Hrothgar before that and they knew about him even when Wulfharth didn't. How would they know if he did not Shout?

I am enjoying this post and comments. There's something I always found fascinating about the mythos surrounding Talos.
