    But playable races I would say wood elves as they are cannibals

    Argonians as their guerrilla warfare is savage and they fucked up the daedra in the oblivion crisis.

    Bretons are clearly the frontrunners no matter which definition you meant

    I feel like Argonians or Bosmer are gonna win due to somewhat primitive lifestyles. But the Redgaurds are Bretons pretty much launched a crusade on the Orcs, which is pretty savage in my book.

    Savage as in wild. Maybe not straight up savage, but the Chimer anon Dunmer lead a harsh and brutal life. The culture of the High Velothi, surrounded as they are with enemies and an unforgiving landscape, is one of hardship.

    So although they are civilised and have a conservative society, there lot is not an easy one and savagery is rife.

    Would you consider them relatively primitive, with the ancestor worship, the at least slightly broken up society(i.e:the Great Houses) and using things from nature commonly, like sometimes netch leather, sometimes (Im guessing from the way the robes look in Skyrim and Morrowind) cotton, plus the Ashlanders?
