  Now for the first question.

  Empire.

  Why? Because when you look at it the Emperor is responsible for the lives of millions if not more (What would the population of the empire even be?) and so when it came to the White Gold Concordant where he had to choose to let the war continue and his subjects be slaughtered in the process or ban Talos worship he made the obvious choice. He did what was best for his subjects on a whole.

  Whereas the stormcloaks are simply being selfish, and as Alvor says until Ulfric started making a fuss pretty much everyone in Skyrim still had their personal shrines to Talos. Ulfric was, in his attempts to get Talos allowed again, the one that made it harder to worship the god.
