  I almost always go with Hadvar too, but now that you mention it, I think it is Ralof, actually.

  I always choose Ralof, so I can confirm that it is him. He says that when you get inside the Keep and there's a gate that you can't open from that side, but the Imperial soldiers can open from theirs.

  If it helps any, it's that Ralof voice, and that Belethor voice. I think it happens somewhere in Dawnstar, or Windhelm.

  Sounds like negotiation. The only one that comes to mind is the peace summit at the Throat of the World. And mead? Of participants I can think of only one person to say that - Ulfric

  You almost had it. General Tullius says "Don't hand me a mug of sheep's piss and call it Colovian brandy. These terms are still not acceptable." while Ulfric says "Don't hand me a mug of sheep's piss and call it mead. These terms are still not acceptable." and both say that during Season Unending.
