But who applies the frost salts? Certainly not the draugr, and as for humans, I think we all say what happened in unearthed in dragonborn.

I believe as part of visiting the dead, to honor them they leave either food or flowers... It is a tradition of honoring the dead... The draugr may never have reanimated cause they never felt like the crypt was in danger until them...

I think this comes close.

Stil leaves some sealed of tombs that have fresh food do.
