Does this mean that there's no difference between a char covered in leather rags and a char fully claded with Deadra stuff, at higher levels and with well placed perks and upgrades ?

If you don't have smithing there will be a difference, but smithing and perks can make up for using leather rags.

For example, in full nightingale armor with all the perks you are at 400 ish armor rating (including the hidden armor rating).

If I recall Mason's Arcane Archer is a good build for it. Its not designed around it per se but its enchantments fit the build well. Or at least they do with my playthrough of the character.

I actually did the arcane Archer by Mason. Fun and overpowered build.  The armor set I use is a full set of Fur Armor, Head, Gloves, Chest, and Feet.  I took Smithing to "Legendary" the set.  I guess I can Implement the Savior's Hide,  but what I'm truly wanting is a full blown RP experience that maybe centers around it.  Maybe a Nord huntress or something.
