    Heroic Spirits are emodiements of certain individuals or ideals that are pushed into a magical container and brought into the world as something a bit more than a Ghost or Spirit, but less 'real' than a normal person. They're generally created when someone has a legend that has impacted Tamriel's History (or at leaast a Province's) to such a degree that you'd be hard pressed to find someone who doesn't know their name. Immedietly I'm sure you can imagine characters like Tiber Septim, Pelinal Whitestrake, The Grey Fox, perhaps even Mankar Camoran... names that are known throughout Tamriel and thus hold a certain Legend to them.

    Heroic Spirits, are empowered by their legends, the mightier the legend, the more powerful the Spirit. For yet another quick example, someone like Tiber Septim would be incredibly powerful because of how widespread his legend is, there are people that in some way are massively effected by it even thousands of years past his death, and while he would not have any real connection to the god TALOS, his legend would also be empowered by people's respect for the god. An example of someone who would be a weaker Heroic Spirit might be someone like Savos Aran, definitely fairly notable amongst the College of Winterhold (and perhaps a few other magical institutions), certainly enough to warrant a place as a Heroic Spirit, but not in any way a major one.
