Every Dunmer that I met that mentioned Argonians were either outwardly racist or didn't understand why the Argonians were angry. That certainly seems to support that at least Dunmer might cling to stasis. Maybe it's WIA's own racist view? If all beings should accept change, yet Dunmer are unable to, that would make them strictly inferior in relation to Argonians, at least as far as WIA is concerned.
The simultaneous presence of two opposing racist views seems suggested in the dialogue right before this one.
