Use a self-made spell that did like 5 damage a second for X seconds (can't remember the exact numbers), use water walking (Alteration kicked ass in Oblivion. Pretty much all magic did), and then fire a barrage of arrows. Might replay that at some point, after I beat my current list of games.

I often made a spell that did X amount of damage of each element. Healing myself at the same time, if the first element was fire, I myself would ingulfed by fire because of the healing, but it didn't do any damage.

Try swinging something underwater, it won't have much force. A dagger or sword are the only things that would really work underwater, but the sword would really only be able to stab (I suppose swinging it might work against an unarmored peasant).
Also you can't really shoot an arrow underwater, the arrow just floats away.
Alduin, yeah, magic was great in Oblivion, especially with the spell-crafting
