Dragon Age humans are basically just regular humans, Dalish are exotic. TES depends entirely on which race, but it's safe to say Imperials or Nords are not "exotic".

There are many ways to make them exotic. A Nord doesn't have to be a barbaric Talos-worshipper, you can easily make them a follower of the ancient pantheon, or a Skaal, or some kind of unorthodox fellow who has abandoned the ways of his people for something else. And an Imperial can be any way you want from a very average Joe to an almost Altmer-like one. Not to mention that both can be Daedra-worshippers, which gives a lot more freedom. Also a Nord/Imp fellow can be born in some place that is not typical for Imps and Nords, such as Alinor, Morrowind, Elsweyr, etc.
With a DA human you can do things too. They can be a Tevinter or a Rivaini, which are pretty exotic, and even Orlesian and Fereldans aren't exactly regular. Or, if all that is not enough, you can always make your human a Qunari. less

I suspect the people of Winterhold would be rather surprised if you told them that they don't require shelter, lol. But yes, there are some followers of the old pantheon.
