This is Ra'Jirr the Wanderer, a Khajiit Warden. In PvE, he dual-wields daggers, in addition to his animal summoning abilities, and uses a bow for support. In PvP, he uses a 2H maul for offense and mace-and-board for when he needs to be defensive.
