If we mean "place of origin", then Skyrim isn't the Nordic homeland. The Nordic homeland in this case is Atmora, where the proto-Nords and Nedes originated before immigrating to Tamriel. At the time, much of Tamriel was filled with the beast folk and the Aldmeri who had recently immigrated to Tamriel from their own dying continent and had begun to move into the northern reaches.
So, Skyrim isn't the homeland ("place of origin") of the Snow Elves, either. That would technically be Aldmeris.
Now...if we mean homeland as in "a region created or considered as a state by or for a people of a particular ethnic origin", then Skyrim is both the homeland of the Snow Elves and the Nords. The Nords developed from the early proto-Nords into the culture we know today in the land of Skyrim.
