    Most of the Tongues were supposedly wiped out at the battle of Red Mountain. Jurgen's philosophy won mostly because it was about the only one left after.

    I don't think he did just start a whole new Dragon Cult, I think he just wants to perpetuate the Way of the Voice. That doesn't mean that as the years go on think can't change. When has the Way been "preached" in the past? All we know of is Jurgen showing up the other Tongues after his years of meditation. But now not only is it going to be spread, it will presumably be by and to dragons. Now maybe the dragons will be the only ones accepting/rejecting it, and the world will just become a better place. Or maybe they try to spread it among mortal races. Therein lies the risk.

    These are poems and stories, not spells. The Dragonborn is not and should never be a mark for how mortals react with things. The bolded are the actual words of power used in shouts. All it proves is the Dragonborn can recognize these words, in some fashion, and once they gain understanding they can use it as a shout.

    A much more simple answer: Bethesda didnt want the trouble of making a unique tomb. Too much work. A lot of other historical people were buried in now draugr-infested tombs. Olaf One-Eye is one. Ysgramor is buried in one, though instead of draugr he has ghosts.

    It is clear that Dragonborn absorbs something from word walls. So they are not simple stones with etchings. Now, you can say it's gameplay mechanics. In that case I raise a question - do we have to not consider gameplay mechanics when arguing about lore? In that case you can disregard Soul Cairn, vampire lords, Nightingale pact with Nocturnal etc.

    All words are magic. duh. When we string them together, they grow more powerful-powerful enough to defy time itself. 

    Even people who aren't Dragonborn know that there is magic coming from there. It's in the Draugr book I think .

    I think its clear that the Greybeards are aware of the power within the walls since they send you to them to learn the words. "Sources of power" they are often called. It wouldn't be a stretch that non-dragonborn mortals can learn the words from said walls. Its the absorbing of dragon souls that is unique to the DB.
