Was my lack of vampire attacks just a lucky break?

No problem, but know that cloaks do not work properly on consoles. Their dmg doesnt increase if you take the augmentation perks or throw in a potion, at least that's what's displayed. I cant test the actual dmg right now and UESP doesn't give any information, so you might wanna check it yourself.

I remember reading somewhere that it's just the display in the menu that doesn't change when you take the perks, but I can't find where I read it so I can't provide support for that

Not the most reliable source, but somewhere in there the post demonstrates the effect of the perks on Cloaks.

I guess there is no way to weaken an enemys magic resist, aside poisons? Why do I even ask, lol^^.

    Hey erybody. One question:

Does anyone know any tricks to maximize bleeding damage? How about a warhammer's armor bypass? Is there any way to exploit it to do more than it should?

Bleeding dmg goes through 'all' defenses (armor and magic resist/protective barriers) and is only affected by difficulty or the immunity of some enemys (i.e. Automatons). Orkish axe-weapons are bugged and will do significantly more dmg than weapons made of any other material. Dragonbone weapons are bugged too, they miss the related tag and wont do any bleed dmg.
You can stack bleeding dmg an unlimited number of times, so an orkish one-handed axe, augmented by Elemental Fury will do the most bleeding dmg possible. You can spice this up with the Targe of the Blooded (shield).
