What one do you think would be a better path?

I think the second one would definitely be more versatile, since you've got access to the entire Templar repertoire, rather than limiting yourself to primarily stamina-based abilities. With the right armor sets and abilities you could easily fulfill a tank or healer role as well.

I know last year a similar setup for Dragonknights was incredibly popular, especially in PvP. In my experience it's fairly difficult to completely ruin a build in ESO but I guess you'll see how it works out.

All that being said it might not be the best build for a Redguard since you're not making full use of that racial stamina boost.

Is their a way to get the best of both the stamina and magic based attacks beacuse I really want it to be for a Redguard and be lore based? Also is their somewhere that I can check what abilities are stamina\magicka ect?

As far as I'm aware abilities that consume Stamina run off of Stamina/Weapon Damage and same for Magicka/Spell Damage.

If you go for a more balanced build you can definitely get the most out of both Stamina and Magicka abilities - they won't be quite as powerful as if you were purely Magicka or Stamina focused but since you're using abilities running off of two resource pools, both with their own regeneration rates, you'll be able to use your abilities more often.

Yeah balanced sounds like a good plan. Any advice on what abilities I should pick?

Have you decided on a weapon type yet? I'll be making suggestions based on that since you want a complimentary setup (weapon and shield has some nice CC but not a lot of AoE for example).

Hm well since I'm going for a balance of magicka and stamina I'm going to want a balance of heavy and light armor (not medium right?) so then a sword and shield setup would be better to make up the lack of protection right?

For a magicka/ stamina mix, you'd be best off going with a mix of medium armor and light armor.

Do you think I would need a shield as well?

What you've been describing from what I can tell is a Dps character- someone who focuses on high damage at the expense of defence. If that's the case, a shield isn't your best bet and you'd be better off with a two-hander or dual wielding. Of course you could always put your shield on your  switch, but a stave of some sort may be a better choice so you can regenerate your magicka.
