On 100% Fortify Shouts.

    The ability to attain 100% Fortify Shouts allows the player to take a core gameplay mechanic and use it in a way that was (probably) never intended by Bethesda. With 100% Fortify Shouts, the player completely eliminates the shout cooldown, allowing for shout chains and combos. This utter mastery over the Thu'um opens up combat in a way that you simply will not see through any of the standard skills.

    I shall present three different methods for attaining 100% Fortify Shouts. You may note that other glitches or alterations may allow slight variations on each method. I am not claiming that these are the only three methods of attaining 100% Fortify Shouts. Rather, I submit that these are the simplest, cleanest, and most straightforward methods.

     

    1.1 » Method #1

    Requirements

    • Amulet of Talos

    • 100 Alchemy » Alchemist 5/5, Physician, Benefactor

    • 100 Enchanting » Enchanter 5/5, Insightful Enchanter

    • Yellow Mountain Flower

    • Abecean Longfin, Cyrodiilic Spadetail, Small Antlers, OR Small Pearl

    • 4 Grand Soul Gems

    • One ring, one necklace, one headwear, and one handwear » All unenchanted

     

    Process

    1:  Enchant each of the unenchanted items with the Fortify Alchemy effect. The magnitude will be 25%.

    2:  Equip these items, granting you a total of 100% Fortify Alchemy.

    3:  Craft a potion combining Yellow Mountain Flower with any of the other ingredients listed. The result will be a potion of Fortify Restoration with magnitude 150%.

    4:  Visit any shrine of Talos with this potion and an Amulet of Talos. Drink the potion, then equip the amulet and blessing.

     

    1.2 » Method #2

    Requirements

    • Amulet of Talos

    • Vampirism

    • 100 Alchemy » 4/5 Alchemist, Physician, Benefactor

    • 70 Restoration » Necromage

    • Yellow Mountain Flower

    • Abecean Longfin, Cyrodiilic Spadetail, Small Antlers, OR Small Pearl

    • Any generic item "of Alchemy" (+15% Fortify Alchemy)

     

    Process

    1:  Equip the item "of Alchemy".

    2:  Craft a potion combining Yellow Mountain Flower with any of the other ingredients listed. The result will be a potion of Fortify Restoration with magnitude 80%.

    3:  Visit any shrine of Talos with this potion and an Amulet of Talos. Drink the potion, then equip the amulet and blessing.

     

    1.3 » Method #3

    Requirements

    • Five Amulets of Talos

    • Lycanthropy (Beast Form) OR Vampirism (Vampire Lord Form)

    • Any follower who won't turn aggressive if you transform in his or her presence

     

    Process

    1:  Travel to a private/secluded area with your follower of choice.

    2:  Save your game.

    3:  Initiate dialogue with the follower, and press the button to transform at the same moment. If timed correctly, the dialogue menu will pop up, but the transformation animation will play as well.

    4:  Select the option to trade gear with your follower, and deposit all five amulets of Talos in their inventory.

    5:  Equip each amulet individually onto your character from your follower's inventory.

     

     

    2.1 » General Tips

    • To verify that the process worked correctly, do not check your "Active Effects" page: The enchantments listed there will be the static in-game descriptions for the Amulet and Blessing (if applicable). Instead, check the "Shouts" page of your Magic menu. The cooldown times should all be listed as 0 seconds.

    • For Method #1 and #2, you need to keep an eye on your blessing. It runs out after several real-time hours, which will cut your fortification in half. When you re-apply the blessing, you will need to drink another one of those Fortify Restoration potions to get back to 100%.

    • It is possible to use the Vampirism/Necromage method without Dawnguard. Just add the last Alchemist perk, for 5/5. You also will need an item "of Minor Alchemy" (+12%) on top of the item "of Alchemy" (+15%) already presented. Instead of Yellow Mountain Flower, use any of the other stated ingredients, or substitute with Salt Pile. The potion's magnitude should still be 80%.

    • I suggest balancing this powerful gameplay mechanic by limiting your character in other ways. Some good examples include 0 AR, playing on Master, stunted attributes, etc.

    • The best way to enjoy 100% Fortify Shouts is to explore all possible shout chains and combos. I will provide some below, but there are many more out there for you to discover!

    • If you choose Method #3, a good way of collecting amulets of Talos is to visit Radiant Raiment in Solitude. They usually stock one or two amulets of the divines, so keep checking in until you have enough amulets.

    • If you choose Method #2, Necromage will augment any shouts that augment shouts that affect your character, with 50% duration and 25% power boost where applicable. This means that Slow Time, Become Ethereal, and Elemental Fury (as just a few examples) are all even more powerful than normal. Furthermore, the Blessing lasts for 12 hours rather than eight, which means you won't need to take it as often.

    I've been replaying the Crimson Scar, and felt a thread like this might be useful. I'm now at the point where I'm collecting words of power, so as I unlock more words, I'll be testing out new combos and chains. If anyone has ideas, please post here! It would be really cool if we got a nice big index with every great combo.

    Also, I didn't want to post combos listed in The Voice or The Master Monk without their respective authors' permission. Snakes, Emer, if you happen to read this, would it be alright if I added any of your special moves or recommended shout combos to the index?

    If anyone has any suggestions on how the thread can be improved, please let me know!

    I use 3 amulets, the shrine, and Dragon aspect. The bonus power, plus the fact I tend to run back to Whiterun a lot anyways means I basically always had 100%

    That certainly works too, Bryn. I figure it's just simpler to take all five amulets though, and not worry about waiting for Dragon Aspect to recharge or for the blessing to expire in the middle of a dungeon. Have you come across any combos that you like?

    Well I only really find 3 (never in shops and I dont play the civil war questline). I like the idea of Wind Dance and Force Blink. I want to summon both dragons plus use bend will for an entire army of Dovah, MWUAHAHAHA!!!

    I just added a tip that may interest you. If you weren't aware, Radiant Raiment in Solitude stocks amulets of the divines. If you wait 48 hours (or just use the "punch a merchant" trick to reset their inventory) you should be able to get five amulets in no time at all.

    They almost never sell Talos amulets or Kynareth amulets... I tried once for almost 20 minutes with the punch method... Arkay... Arkay... Zenithar... Arkay... Arkay... Arkay!... Julianos... Akatosh... ARKAY!!!! I gave up

    Wouldnt Slow Time and Frost/Fire Breath do more damage over time?

    Hm, I don't believe so. IIRC, someone (Nik?) a few months ago did a lot of testing with Slow Time and DOT effects, and found that the damage slows with time.

    But Slow Time would be useful for stacking Frost Breath DOT, if it can stack. I haven't had a chance to test that yet, but I wouldn't be surprised if it stacks. I'll report back when I've had a chance to test properly (assuming no one beats me to it).

    Last character I made that used this glitch I got one amulet from Fort Dawnguard, one from Karita (the second pilgrim you meet on the 7,000 steps), one from Radiant Raiment, and found one on a bandit. Then I used the blessing for the remaining 20%. That's two guaranteed amulets plus a two more fairly likely finds.
