Event Build: The Warden (FO4)

    My offering for the Fallout Character Build Event: Radio Stars is a throwback to the days of maximum security prisons with overly zealous prison guards set to the iconic Folsom Prison Blues by Johnny Cash. Think about the leader of the prison in Shawshank Redemption, for example. A 50's style, black & white, aggressively stern moral compass with no room for gray areas. After all, this lawless land needs an (anti) hero. 

    Backstory: After your distinguished career and honorable discharge from the military, you were offered the job as Warden at Boston State Penitentiary. You have a strict adherence to rules, law, and order and the job fit just right. But upon waking from the cryo-vault, you are confronted by a lawless, savage land in badly need of some strict leadership. And you’re just the man to do it!

    Special Notes:

    Begin: S – 4 P – 5 E – 1 C – 8 I – 1 A – 1 L – 9
    End:   S – 5 P – 6 E – 2 C – 10 I – 1 A – 3 L – 10

    Use the Special Book for CHR, grab the Luck Bobblehead on Spectacle Island ASAP, secure Bobbleheads in P, E, C, A, and add an extra point in Agility which yields enough AP to stack some criticals together without straying too far from the beginning stats. 

    Perks:

    Gunslinger – obvious place to start as pistols are the main weapon of choice.

    Armorer – You can run this build on normal difficulty without ballistic weave, but that’s no fun. I use a MOD that enables BW at any level without the RR quest and lined my Clean Blue Suit. If I needed more damage resistance, I also lined a Trilby hat. For extreme siuations, borrow a Power Armor suit from your BOS friends. 

    Local Leader – You are roleplaying as the head of a prison. You’re a hard ass and people follow you. Plus setting up provisioner lines is helpful for building that enormous prison complex and adding necessary workstations to your Alcatraz.

    Inspirational – I view boosting your companion’s abilities as rallying the morale of your prison guards. It also makes Danse a total badass. Like seriously, he is total tank and will steal all of your kills if you let him.

    Intimidation – Pacifying the bad guys is the ultimate display of authoritarian rule.

    Demo Expert – it’s honestly my favorite secondary perk, I love being able to accurately lob boosted explosives. I felt like the Warden would need this to be able to construct booby-traps around the Prison.

    Night Person – Mostly RP, I’m going for a dark, anti-hero theme here, and this just felt right. Plus the Perception bonus improves overall accuracy of your pistol and the night eye effect can provide usefull for night-time rounds.

    Critical Banker / Better Criticals / Four Leaf Clover – boosting and banking criticals is a really fun way to run a gunslinger. You end up getting more bang for your VATs buck, without having to solely rely on it.

    Ricochet – Ok this one is pure indulgence. The way I look at this perk is KARMA with a capitol K. Our Warden is out to corral the bad guys, and if he gets shot at, who is he to argue with the offender being offed by his own poor life choices? What goes around comes around, ya know?

    Lockpicker – I always seem to have extra points, so put a few in here as an RP option…I mean you are a master jailor after all!

    Gun Nut - I saved this for last because in order to max out the Western Pistol and .44, you need level 4. Which sucks. But if you have any intention of taking this character deep into the Wasteland, you'll need to upgrade the hand cannons. 

    Character Customization

    Gear: Patrolman Sunglasses, Armored Clean Blue Suit, Sea Captain’s Hat (END +2) or Postman Hat (End +1) or Armored Trilby Hat, BOS Power Armor as needed

    Weapon: .44 magnum (Kellogg’s), Righteous Authority, Western Pistol

    Home Base: Construct a prison on Spectacle Island (Alcatraz), Capture prisoners – build shackles all around, lure with cages for gunners and raiders, concrete guard watch tower, etc. 

    Faction: BOS, for a character who embraces idealism, the BOS is the only way to go. Hard times require hard lines. Plus, flying into Alcatraz on a vertibird is just so freaking sweet.

    Companion: Danse, 20% boost to damage against ghouls, super mutants and synths is helpful, but we’re taking Danse because we respect his strict adherence to a code. Gaining his affinity is quite easy – mod a lot of stuff and get in and out of power armor.

    MOD Recommendations 

    I found a MOD for PS4 called Prisoner Shackles by Mlucke that lets you build cages, mats and shackles like those used by the Disciples. You can actually assign prisoners (settlers) to these and they stay put in your cells. The constructible mats have specific NPC positions – like kneeling with hands behind back, to really flesh out the immersion. (See Video)

    Wardrobe Malfunction by Random.Encounter is always running for my builds. In this case, it allows armoring of the clean blue suit (as opposed to vanilla, which only allows armoring in dirty suits).


    "Wes, we can do this the easy way or the hard way. Come with me to Alcatraz. Either way this is your final broadcast."

    Combat Notes 

    A lot of big freaking pistols! Kellogg’s, the Western Revolver, Righteous Authority. I even had a Plasma Infused .44 legendary drop which quickly found its way into my holster. We’re looking for intimidation style hand-cannons and not an over-reliance on VATS. Use your Charisma to inspire, pacify and intimidate your way across the Commonwealth. If you know you’re heading out into a particularly rough fight, suit up in some BOS Power Armor and let Danse soak up a ton of damage while you blow giant holes through foes with .44 caliber bullets. Store up Criticals to be used as they’re meant and boost the critical bar quickly with Righteous Authority. Unleash a double damage wallop when needed with Kellogg's Pistol which instantly fills the AP bar back up. Use clever placement of grenades and mines to soften groups or other unruly criminals. I also took the time to collect all available Guns & Bullets magazines for the boost in Critical punch. And when you least expect it, let Karma (ricochet) make the final sentence. 

    Roleplay

    Build a Prison of your choice. I went immediately to Spectacle Island as I intended to model mine after Alcatraz which I can see from my residence here in San Francisco. I found a tutorial on YouTube on how to build a prison guard tower and went from there. I wish you could actually trap crime bosses, but the best I could do is setup a beacon and dress the settler in rags and order them onto the above mentioned cage mats. Save lots of hoods and prison-looking things to don the "prisoners" in. Follow the different paths to clean up the Commonwealth. I also built a little office at the top of my tower and displayed collected mementos like holotapes from my marks who refused prison time.

    Quests Suggestions: 

    Main Quest – BOS: to get Kellogg’s gun we need to play along. Once we see the abomination that our son has become, we feel compelled to make things as ‘right’ as possible.

    Nuka World – Open Season: You know what to do…run the gauntlet and wipe them out. Just make sure to run up to Dry Rock Gulch and grab a western pistol.

    Crime Boss Hunting: The following are some options to make the Commonwealth less criminal

    -       Skinny Malone

    -       Eddie Winter (Long Time Coming) – Use Nick to take down this old crime boss. Then lock the Synth up in Alcatraz. 

    -       Raider Boss Purge – Follow the epic Raider King path, only this time for the good side of the law

    -       Gunner Purge - hit Quincy, and the Plaza...and hit em hard

    One more comment. I see you have an armored clean blue suit. To the best of my knowledge, only the dirty suits can accept ballistic weave, so I can only assume you are running a mod. It would be helpful to list the mods you are using.

    Oh yeah - I mentioned it in Armorer perk but forgot it in the MOD section. And tbh I've been using that mod for so long I forget what it adds. Good catch! Updated :)

    I actually did for a while. he was my go to guy and we took out his old nemesis. But as I learned more about the Institute and eventually took up ranks with the BOS, I couldn't justify keeping him free. Locking him up was the only way it could play out :)

    lol yeah he was in there like hmmm...idk about this place. lol Then I assigned him to solitary in A block :D
