Character Build: The Imperator (FO4)

    Hello all this is my first build, and the first in a series of bringing my interpretation of ancient cultures into Fallout 4. I am so glad after a month of development To finally be able to show off "The Imperator". Do enjoy the mood music.

    "Senātus Populus que Rōmānus"

    The Senate and People of Rome

    The Imperator grew up in the outskirts of Boston. He was a very bright and physically gifted child. But as he grew he started to get a bit lazy with his studies. While he still graduated he didn't get nearly high enough honors to get grants to any of the colleges he wanted to go to. Looking for options that would allow him to cover his college expenses he signed up with the army. After basic training he wound up getting shipped out as part of the Yangtze campaign. After a few years service he returned home to Boston and made use of his army paid tuition to get himself a degree at the University Point college in History. He decided to specialize his education to Roman history after proving that was more interesting to him. While he was there he met a nice woman named Nora who was there to get a law degree to get her parents off her back. They hit it off and started a relationship that lasted through college graduation at that point about two months later it turned out The Imperator had gotten her pregnant. They decided to get married and settled down in Sanctuary Hills. Eventually having their son Shaun there. All until that horrifying day when the bombs fell.

     

    This build is my interpretation of a Roman if it wasn't already obvious. This does focus a lot with Nuka World and some Far Harbor though that dlc is not as necessary as Nuka World. This is not Caesar's Legion in Fallout 4. I personally view them as more like the Mongol Horde with a Latin overtone, getting off topic....

    S.P.E.C.I.A.L:

    Strength: 5 + Bobblehead + 3 Hardpoints

    Perception: 4 + Bobblehead

    Endurance: 5 + Bobblehead + 1 Hardpoint

    Charisma: 6 + Bobblehead

    Intelligence: 6 + Bobblehead + S.P.E.C.I.A.L Book

    Agility: 1 + Bobblehead

    Luck: 1 + Bobblehead

     

    Skill Justifications: 

    Strength: 9 after the bobblehead and hardpoints you get access to Rooted which gives benefits when you attack with melee weapons while standing still. Not to mention the boost to melee damage from the strength increase. As well as you need strength to better your swords and armor.

    Perception: 5 I don't see as much of a need for this skill as I do strength or charisma or even intelligence. It has 5 total since it does help more for ranged which will help with the rifleman perk that gets used

    Endurance: 7 this is so that we can get adamantium skeleton with life giver and toughness so we can up our defensive capabilities so we don't become a glass cannon. Also have to make up for the lack of a shield somehow.

    Charisma: 7 Charisma is very useful since this build is all about empire building and settlements.

    Intelligence: This gets so many points because more int means quicker leveling which is a must so that one can maximize on getting the required perks.

    Agility: 2 I don't see that much need for agility as we don't do much vats usage so we don't need a large amount of Action points. This build focuses mainly on melee weapons and using bayonets on a non-auto rifle

    Luck: 2 Again this stat isn't very useful to me

    Locksmith: 4/4

    Life Giver: 3/3

    Endurance Hardpoint: 1

    Adamantium Skeleton: 3/3

    Cap Collector: 3/3

    Local Leader: 2/2

    Medic: 4/4

    Gun Nut: 4/4

    Hacker: 4/4

    Science: 4/4

     

     

    Gear: 

    Alright I need you all to note that I tried to make as close to your average Legionaire's armor as I could using the gear available. So it sort of looks more modernized in a lot of aspects.

    Pack chest armor: This looks alot like the breast and pauldrons for a Lorica Segmentata this will be upgraded to improved and you can add whatever misc mod you wish I personally went with asbestos lining.

    Operators heavy left and right arms: This looks like the arm extension that could be added to some lorica segmentatas. This will be upgraded to improved as well and again can be given whatever misc mod you wish.

    Army Fatigues: Upgraded with Ballistic weave this will provide extra defense. I chose this because it is the closest clothing object I find to a tunic.

    Heavy Leather legs: This will take the place of the caligae upgraded to studded and given whatever misc mod you choose.

    Weapons:

    Chinese Officer Sword upgraded with serrated electrified blade. Renamed to Spatha

    Combat knife renamed to Pugio upgraded with serrated blade.

    Overseer's Guardian upgraded with .308 reciever, long ported barrel, recoil compensating stock, large quick eject magazine, your choice of reflex sight, and a large bayonet

    Factions: Spoilers

    You will side with the Minutemen and you will assimilate the Railroad into them to serve as a department of clandestine operations. You will destroy the Institute and the Brotherhood since both are threats to the safety of the New Roman people.

    Followers:

    Preston Garvery, Piper, Cait, Macready, and Hancock.

    Settlements:

    The Imperator is setting up shop everywhere. The main base can either be The Castle or Sanctuary but no matter what you are going to spend the majority of your time building up defenses and getting creative with each settlement.

    Getting Started:

    In order to get started until you get your gear you can settle with any metal armor or lighter leather armor you find. Start out with a pipe rifle and a machete if you have to until you can upgrade to a combat rifle then use that until you can get the Overseer's guardian.

    Combat:

    How combat works for this guy is either quick and brutal take down with the Spatha or run and gun with the rifle. The Pugio is purely ceremonial unless you really want to see some knife finishers. If you use the rifle it is all about quick take down. Fire a few shots into the enemy and bash with the bayonet. Due to the lack of a shield in Fallout the defensive capabilities of a Roman soldier is replaced by fortifying the armor.

    Roleplay:

    The Imperator is going to be very distraught after he gets out. He is going to long for his child and for the distant past. But over time as he meets Garvey and the gang at Concord he will begin to remember more and more about the history with the Romans and thinking that perhaps adopting the Roman militaristic lifestyle as well as some of the culture might be key to flourishing in the wasteland. You will be willing to help whoever needs it and will be as open and accepting of others as you can. But when encountering those that endanger all you don't hesitate to strike down the foe. In this aspect you find a natural accord with the minutemen thinking maybe you can mold them more in the Roman image as well by adding their ways and adapting it to better serve the Roman ideal. The same is done with the Railroad. The Imperator naturally agrees with their philosophy and helps them in saving synths from the Institute. The Imperator will at first think that the Brotherhood might be useful and see about adding their ways to the already forming Roman way but after a while he will notice their zealotry causes them to seperate from the whole and their ways cause weakness that would cause irreperable harm to your people. The final straw is made when you get sent out into the wasteland to essentially raid local settlements for crops. Afterwards you declare war on them. After you destroy the Institute for the Minutemen *ahem* the New Romans you destroy the Brotherhood of Steel.

    Now for some extra tidbits for rp purposes:

    The Imperator is going to be a benevolent ruler. Be kind to Settlers and those in distress. While showing your iron fist to those that would be willing to harm your people.

    Think of him as more of Augustus Ceasar rather than FNV's Julius

    Be sure to go out of your way to help

    Raiders, are a threat to your way of life exterminate them on sight including the nuka world ones.

    This bit is optional: If you wish your specific Imperator might start feeling a calling to the gods and goddesses of the original Rome as such your Imperator will start building shrines and temples dedicated to the different gods like a temple of Vulcan at the Mechanist's lair for those with Automatron. Or a shrine to Ceres at the hunting lodge in Far Harbor. The Castle might be a temple to Mars. Go nuts.

    I can not stress this enough Fortify your settlements. Make them into things that raiders would weap in fear at the mere sight of. again go nuts.

     

    Closing Notes: This was a fun build to come up with it's been stuck in my head for freaking ever now. Be sure to add some criticism as I want to get better especially for my next build.

    Hey Austicul! Welcome to the Fallout Character Building group. I actually just recently posted my first build so I'm quite new myself, but I would still love to offer any help I can! I like the uniqueness of this build,you definitely found something different and molded it into the Fallout Universe very well. I'd love to see a screenshot of what this guy looks like as well (I don't have Nuka World yet so I can't see for myself the armor combo) But all around a very solid first build and you don't seem to be missing any of the essentials of information(except for maybe tips on companions but I could see why that wouldn't be essential for this build). As far as advice goes, I'd say maybe dive deeper into the purpose of this guy. So he wants to create an empire of the Commonwealth so to speak but how will that change him? Will he grow power hungry and start seeing himself as a sort of ultimate ruler that views everyone else as inferior and rules with ferocity (never really played New Vegas but if I recall Caesar was kind of like that) or will he be a a leader that everyone respects and adores and anytime their portion of his empire is visited they are just filled with joy at the sight of him. The combat and such is cool but necessarily unique enough to be a foundational point so you could really put the emphasis on roleplaying an emperor seeking to unite the Commonwealth just as the Romans did. Seems like there's potential that could be pursued. It's your build though so if that strays from your original idea then by all means don't even worry about what I just said.     Also, you side with Minutemen, yet destroy them? Do you mean destroy the Institute?

    Chrs sorry must have had a typo in there I did write this thing up at around 3 in the morning it should say destroy the institue for the Minutemen.. Noodles As for Grognak's Axe I'm considering that for my next build as axes were more the barbarians thing. Madd I though I put a few things in the rolepaly section abot being a benevolent leader trying to unite the Commonwealth. Guess I can chop that up to be 3 am mistake. But I will add it in.
