What makes a slave a slave?

    Volume 19 of Songs of the Returned, but the book only ever calls the elves captives, not slaves.

     

    As far as I'm aware, slavery is only practiced by elves in Tamriel. Owning a being as if they were property is something the Aldmer came up with and passed it down through their various descendants.

     

    Silver-Blood Mine is a hard labor camp for convicted criminals. While the city's officials are corrupt as hell and the guards do wrongfully imprison people, hard labor isn't illegal as a form of punishment for criminals in the Empire.
