Fallout build help.

    Ok guys and gals, I've been playing Fallout: New Vegas for a while now and I've been working on a build of my own. The build is an Ex-NCR Ranger and my tagged skills are Guns, Repair, and Stealth. My minor skills are Lockpicking, Speech, and Explosives but I'm unsure if it fits into the lore that a ranger would know how to make explosives like a time bomb.
